ISW: Russian Federation has no reserves to reinforce offensive in Luhansk Region

The main phase of Russia's offensive is taking place in Luhansk oblast, but the invaders lack reserves.

The Institute for the Study of War said this in a summary on 19 February.

The report notes:

The absence of several critical tank units indicates that the Russian military continues to try to replace equipment, especially tanks lost during previous failed offensives.

Analysts report that the Russian army may have some recovered mechanized units in reserve, but the redeployment and use of these limited reserves to the front line in Luhansk oblast is unlikely to fundamentally change the course of the Russian offensive.

The Institute also notes:

The Russian offensive is likely to continue for some time and may gain momentum temporarily once the last reserves (if any) are brought in, but will likely end without having achieved its objectives and operationally meaningful successes.
