Budget 2023: Hetmantsev named items not to be cut

The authorities will cut a number of expenses if the money does not arrive in state accounts on time.



The government-approved draft state budget for 2023 provides for a monthly deficit of more than $3 billion, or 20% of GDP. In 2023, our own revenues will amount to UAH 1.28 trillion, while expenses are planned at UAH 2.57 trillion. At the same time, the government assures that the sources from which the deficit will be covered are clear. This was announced by the Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy Danilo Getmantsev on the air of the informational telethon.

Work on the budget is, among other things, work with partners and work to raise funds, loans next year, as well as this year. Therefore, the deficit that is proposed in the budget, it is pre-agreed, and we understand the sources that will be used to pay off the deficit and attract appropriate financial resources, - said Getmantsev.

At the same time, he noted that in many respects the stability of the budget of Ukraine next year will depend on work with partners from the EU and the United States.

That is, we count, of course, on help, the deputy noted.

According to him, in an extremely negative scenario, if the money is not received, it will definitely not be reduced - this is a war, this is an army. Unfortunately, the second big article is the social sphere, so we will look for a reserve here. But I do not even want to consider your time or not in the agreed amount, there will be a need to reduce costs.

Undoubtedly, it will be necessary to cut costs. What are the costs of what kind of scenarios, because I am convinced that we will find sources to cover the budget deficit, - said Getmantsev.

It should be noted that spending on security and defense next year, according to the plans of the government, will more than quadruple to UAH 1.136 trillion: the funds will be used to pay salaries to the military, provide for the army, repair and purchase equipment and weapons. The budget provides for a reduction of UAH 11.6 billion against 2022 in spending on public authorities: the number of officials, salaries and bonuses (except for law enforcement agencies) are being reduced. Additional subsidies for reimbursement of expenses for local budgets due to the war will amount to UAH 24 billion. Pensions, subsidies, payments to IDPs, assistance to low-income families, spending on healthcare and education will amount to more than UAH 800 billion.

Recall that the minimum wage from January 1, 2023 will be UAH 6,700 per month, the cost of living per person per month is UAH 2,589.
