Gaidai expressed his conviction that the perpetrators of war crimes would surely be punished.

The death toll of 415 civilians in Luhansk Region during Russia's full-scale aggression has been confirmed, the head of the Luhansk Regional Administration, Serhiy Haidai, said in a Telegram on Saturday, 10 December.

He also noted that the figures may differ from the real ones and the extent of the real tragedy will be known later, when the region is completely liberated from the Russian invaders

We do not yet know what awaits us after the de-occupation of our native Luhansk Region. Many facts of torture and abduction of the region's residents have already been recorded. 415 officially identified dead during the enemy aggression, hundreds of graves in yards, torture and disappearances. There are known facts when Luhansk residents who have not evacuated were in prison for two months. But we can assess the scale of the Russians' crime in their friendly Donbass only after liberation

He stressed that all murderers will be punished and both Ukraine itself and its partners are actively working on this. The head of Luhansk Region added

We will win, we will return to peaceful life and we will demand fair punishment for everyone whose rights have been restricted and whose lives have been shortened by the Russians

Earlier, Haidai said that the Ukrainian military had come close to Kreminna and were a few kilometres away from the city. He said that the de-occupation of Luhansk Region would be very difficult, as the Russians were "well prepared" to defend their positions.
