Red Cross fails to fulfil its mandate: Lubinets on the downing of IL-76

To get information about the POWs who were allegedly on board the Russian Il-76 at the time of the air crash requires either Russia's willingness to provide it or the willingness of international partners to pressure the Russians.
The Ukrainian parliamentary commissioner for human rights, Dmytro Lubinets, said this in an interview withVoice of America.
So far, Ukraine does not have any information about Ukrainian prisoners of war who might have died during the downing of the Ilyushin Il-76, as Russia claims.
This can be helped, including by international partners if they "wish to pressurise the Russian side and demand explanations from them".
Unfortunately, I constantly record the facts that the International Committee of the Red Cross does not fulfil its mandate, does not demand anything from the Russians," Lubinets said.
The commissioner expressed hope that while in the United States, it would be possible to encourage representatives of the United States to communicate with representatives of the Red Cross.
If there is only one organisation in the world with a unique mandate to protect the rights of prisoners of war, then we expect the fastest possible effective response from this organisation," he said.
Lubinets added that he wrote an official letter to the Red Cross immediately after the information about the crash, hoping for a quick response. But there is no response.
