Kazakhstan said under what conditions it will extradite Russian dodgers

Russian media report this concerning the head of the Ministry of Internal Affairs of Kazakhstan, Marat Akhmetzhanov.
We have contractual relations with Russia regarding providing legal assistance, exchanging convicts, and the extradition of criminals. The most important principle here is that it should be a criminal act both here and on the other side. If the servicemen are searched for, this is not a legal basis for their extradition,” the minister told reporters.
Based on this, it follows that in Russia, a criminal case should be initiated against a citizen; he should also be put on the international wanted list. Then Kazakhstan will be able to extradite this person.
Previously acting Head of the Committee of the Migration Service of the Ministry of Internal Affairs of the Republic, Aslan Atalikov, stated that since September 21, about 98,000 Russian citizens have arrived in Kazakhstan.
