The Cabinet of Ministers has approved a programme for the development of the Ukrainian language.

As early as in 2030, 80 per cent of Ukrainians will communicate in Ukrainian in everyday life. This is stated in the national and cultural programme to ensure the comprehensive development and functioning of the Ukrainian language as the state language in all spheres of public life until 2030, the government has said.

The programme was developed by the Ministry of Culture and Information Policy of Ukraine and is aimed not only at creating conditions for overcoming the consequences of Russification, but also at developing and using the state language in all spheres of public life.

The ministry said that the share of Ukrainian-language cultural products by 2030 will increase from 55 to 85 per cent, and citizens will have the opportunity to participate in language projects.

In particular, the document provides for:

  • introducing and conducting examinations for the level of proficiency in the state language, as well as an international certification examination in Ukrainian as a foreign language;
  • development of the national vocabulary base and provision of free access to it;
  • introduction and popularisation of free courses, in particular online courses, on learning Ukrainian for different categories of citizens, including war veterans, members of their families, family members of dead (deceased) war veterans, dead (deceased) Defenders and Protectors of Ukraine, as well as citizens who have not studied Ukrainian;
  • approval of standards for Ukrainian terminology.

The programme also provides for state aid to purchase books, create and distribute teaching aids for teaching Ukrainian to Ukrainians living abroad.

The programme envisages in general strengthening the role of the Ukrainian language not only in the state, but also outside Ukraine," acting Culture and Information Policy Minister Rostyslav Karandeyev stressed.
