Ukraine and the Russian Federation are in constant negotiations to exchange prisoners.

Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets said:

The topic of exchanging all Ukrainian prisoners for all Russian prisoners is constantly discussed with the Russian side, and the Ukrainian authorities try to find arguments and options every day. However, the Russian Federation does not agree to any of them.

Lubinets said that one of the initiatives was a proposal to exchange all for all in one category. For example, women or the wounded. After all, there is a certain priority under the Geneva Conventions - women prisoners of war are returned first, then the wounded. At the same time, Russia does not accept these proposals.

The ombudsman added:

However, as long as thousands of Ukrainians, both military and civilian, remain in enemy captivity, Ukraine will not give up trying and seeking solutions for their release.
