This was reported by Melitopol city head Ivan Fedorov:

In temporarily occupied Melitopol, a Kadyrovian under the influence of drugs shot a civilian patient in the face right in hospital.

Only thanks to the professionalism of doctors was the man saved.

Fedorov also added:

Occupiers continue to be brought to the city's hospitals in droves for treatment. This time, doctors had to treat a Kadyrovian under the influence of drugs. He almost killed his civilian ward-mate by shooting the man in the face.
