Zelensky explained the mechanism for compensating housing destroyed during the war


Ukrainians will be paid for housing destroyed by the war.
After the Ukrainians fix the destruction of houses and damage to property, a mechanism is launched to compensate for the damage caused by the occupiers. It includes the work of special commissions, including those at the sites of destruction. Kirill Tymoshenko, Deputy Head of the Office of the President, spoke about the mechanism for obtaining compensation.
Now a very topical issue for many Ukrainians is fixing the destruction and compensation for damage to property damaged by the war,” Tymoshenko said.
He noted that the first step is to apply . The owner of a damaged or destroyed house can issue it independently through the Diya mobile application. And if this is not possible, the application can be submitted through the TsNAP or a notary.
If you have already filed a property damage claim with Diya, it does not need to be duplicated with the ATC. You can apply no matter where you are. This applies to both individuals and legal entities,” Tymoshenko explained.
Further, local self-government bodies form special commissions for the inspection of damaged property . They include specialists with higher education in the field of "Construction and Architecture" and authorized representatives of the owner or balance holder of the object. Such a commission must draw up an act of inspection of housing . The document must contain a conclusion on the possibility of further operation of the building. An application for each object will be entered into the Register of Damaged and Destroyed Property.
Before leaving for the object of the inspection, the commission informs the owner of the date and time of the inspection, Tymoshenko specified.
He also said that in the de-occupied territories, commissions are already conducting inspections in most local self-government bodies.
An important nuance: if the commission has already formed an act, this in no way excludes the need to submit an application through an action or TsNAP. It is the statement that will be the basis for compensation, - Tymoshenko stressed.
At the same time, he added that reporting a crime to the ERDR (recorded by the police) regarding damage to property is a separate procedure.
The absence of such a statement will not be grounds for non-payment. Citizens of Ukraine can exercise their right and file a complaint with law enforcement agencies about a crime in connection with causing harm due to the armed aggression of the Russian Federation, Tymoshenko added.
The compensation mechanism also applies to those who restored housing at their own expense. If a person does not want to wait for the state commission to arrive at the site of the destruction, he can order an examination of the damage by a private company. In this case, the funds spent on the commission will not be compensated.
Repair costs are reimbursed. To do this, you must provide written notice of the start of work. The document is submitted to the local authorities or the military administration. Also, after completion of the examination, a copy of the examination report must be provided.

According to Kyrylo Tymoshenko, today the state must provide almost 600,000 apartments to provide the IDPs with housing. In view of the scale of needs, the approach of building from scratch was chosen, as well as the purchase of finished apartments from developers.
