The government plans to give the English language a special status.



The Ministry of Culture and Information Policy is developing a bill to grant English the status of the language of international communication. This was announced by Deputy Minister of Culture and Information Policy Rostislav Karandeeva during a briefing.

The expansion of the scope of the English language in Ukraine will contribute to the activation of the processes of integration of Ukrainians into the European community within the framework of the expected accession of Ukraine to the EU, the formation of the subjectivity of the state in the global globalization processes, the increase in the level of its competitiveness in the global market, as well as the growth of its investment and tourist attractiveness, — Deputy Minister said.

According to the bill, English will have to be owned by:

  • civil servants, in particular, heads of local administrations;
  • officers, military;

  • chiefs of the middle and senior staff of the National Police;

  • scientific and pedagogical workers of universities.

Rostislav Karandeev said that Ukraine occupies the 40th position in the world ranking out of 112 countries in terms of the level of English language proficiency of citizens.

The transformation of the status of the English language should solve this problem. This is Ukraine's strategic course towards EU membership. The draft law provides for the regulation of the use of English in certain public spheres of public life. First of all, it concerns international communications. The project is a kind of declaration that will fix the position of the state in relation to the English language and vision, which will additionally need to be done in separate plans and programs, - said the First Deputy Minister of Culture and Information Policy of Ukraine.

The ministry stressed that the implementation of the law will require a long transition period.
