The UN continues to document gross violations of international human rights law, serious violations of international humanitarian law and war crimes by the Russian military.



Among the violations: shootings, torture, kidnapping and mobilisation of Ukrainians. This is stated in a report by UN High Commissioner for Human Rights Volker Turko.

Since the beginning of the full-scale invasion, 142 cases of shooting of civilians on the territories under the control or occupation of the Russian Federation have been recorded.

In occupied territory, we have documented widespread torture and ill-treatment of detainees, including sexual violence, as well as a large number of enforced disappearances," the report said.

Russia is also failing to take adequate measures to protect civilians and facilities from the effects of their attacks.

As of 4 December, the UN has recorded more than 10,000 civilian deaths, including 560 children. Another 18,500 civilians have been injured.

Between 1 August and 30 November 2023, 2,440 civilians have been wounded or killed by Russian shelling, most of them elderly. The areas of Donetsk, Kharkiv, Kherson, and Zaporizhzhya near the front line suffered the most civilian casualties.

Mines and explosive remnants of war have caused more than 1,000 civilian casualties since February 2022," the report said.

More than 1,300 educational and health facilities have also been damaged or destroyed since the invasion began. According to the UN, only half of children in Ukraine can study full-time.
