Since July 6, there have been no claimed or assessed Russian territorial seizures in Ukraine.

This is reported by experts from the Institute for the Study of War (ISW).

Analysts note that for the first time since July 6, there have been neither declared nor assessed Russian territorial seizures in Ukraine. In the temporarily occupied territories, the Russians are trying to strengthen administrative control and set conditions for potential annexation.

These reconstruction efforts appear to largely serve the Russian government's campaigns to build administrative capacity in the occupied territories, reinforce or reinforce Russian logistics lines, and wage information warfare in occupied parts of Ukraine, thereby acclimatizing the Ukrainian civilian population to the Russian occupation," the statement said.

The efforts of the occupiers to "restore" capacity in the temporarily occupied territories do not seem to meet the basic needs of civilians who are faced with cities approaching cold weather without heat in some areas.
