Under the treaty, Russia was to reduce its nuclear stockpile, as was the US.

During a two-hour reading from the paper of his address to the Federal Assembly, Russian President Vladimir Putin made the announcement that the Russian Federation would suspend its participation in the Strategic Arms Reduction Treaty.

Under START-3, also known as New START, Russia and the US were to reduce their stockpiles of nuclear warheads to 1,550, and to 700 for deployed launchers - intercontinental ballistic missiles, submarine-launched ballistic missiles and heavy bombers.

The treaty between Russia and the US was signed in the spring of 2010 and has been extended until 2026.

At the same time the Russian dictator ordered Rosatom and the Russian Defence Ministry to prepare for nuclear tests, but said Russia would take some action when the US did.

Ukraine has already reacted to these statements by Putin.

Mikhail Podolyak, adviser to the head of the presidential office, believes that in his address to members of the Russian Federal Assembly, senators and the State Duma, President Vladimir Putin publicly demonstrated his irrelevance and confusion.

Putin has publicly demonstrated his irrelevance and confusion, and stressed that Russia is in an absolute "taiga impasse".

According to the OP's adviser, Putin has shown that he has no forward-looking solutions and will not, "because there are 'Nazis, Martians and conspiracy theories' everywhere.
