European Union to provide Ukraine with more than 23bn euros in 2025


Since February 2022, the European Union has been the main source of direct financial aid to Ukraine.
The European Union intends to allocate over 23bn euros of financial aid to Ukraine in 2025. This was announced by Kaja Kallas, the EU high representative for foreign affairs, on 11 April.
This year we have allocated more than 23bn euros for Ukraine," she said.
Kallas added that in 2024, the EU and its member states provided €20bn in aid to Ukraine.
We continue to expand our support and we are confident that we can achieve even greater success," she emphasised.
Since February 2022, the European Union has been the main source of direct financial assistance to Ukraine, allocating €50.5bn for key state budget needs.
In June 2024, G7 leaders agreed on a $50bn loan to Ukraine to be repaid from the proceeds of frozen Russian assets, estimated at around €260bn, most of which are held at Belgian depository Euroclear.
EU countries have agreed to use the proceeds from these assets to finance Ukraine's defence and reconstruction. As part of this plan, the EU and the USA will each provide 20bn dollars, while 10bn dollars will be provided by the UK, Japan and Canada.
Earlier, on 9 April 2025, the EU transferred 1bn euros to Ukraine as part of the G7 ERA initiative, which will be used to cover priority state budget expenditures.
