American experts from the Institute for the Study of War (ISW) say this.

Experts say that various mobilization processes in different regions could exacerbate social tension in Russia, which has already grown due to the perception of inequality in the creation of volunteer battalions.

This is also facilitated by the statements of Ramzan Kadyrov, who announced that people in Chechnya would not be mobilized because they exceeded the plan by "254%."

In addition, there is still confusion in the Russian information space about which of the men is subject to mobilization and which is not. It also makes Russians angry and distrustful of the Kremlin.
