Two military officers suspected of torturing men in Ternopil military recruitment centre

Two military officers stopped the man to check his documents. After that he was forcibly brought to the TCC, where he was beaten.

on 6 October, in the centre of Ternopil, two soldiers stopped a local resident to check his documents. The man, who was a citizen of Ukraine, was born in the Russian city of Murmansk. Having seen this the servicemen offered him to go to the military enlistment centre.

Upon refusal, the Ternopil residents forcibly pushed him into a car, striking him, and took him to the premises of the TCC. Subsequently, he and another mobilised person were beaten by the military in the premises of the military enlistment office. The video of the beating hit the social networks. It shows a soldier-grenade thrower and the commander of the security department hitting men lying on beds," the investigation bureau said.

Later it turned out that before the beating there was a conflict between the victim and the duty officer of the military enlistment office. According to witnesses, the men in a state of alcoholic intoxication tried to beat up the duty officer and take away his weapon. The officer on duty filed a report to the police.

The GBI also reported suspicion to the TCC officers who brought the man to the military enrolment centre. The commander of the security department and a grenade thrower soldier are suspected of torture (part 2 of article 127 of the Criminal Code of Ukraine).

The grenade launcher soldier is suspected of unlawful deprivation of liberty of a person, by prior conspiracy of a group of persons, which was accompanied by the infliction of physical suffering (part 2 of article 146 of the Criminal Code of Ukraine). The issue of removing the servicemen from their posts and selecting preventive measures is being resolved.
