The Russian authorities did not specify the criteria for "partial mobilization" - they can call anyone


The decree on partial mobilization is formulated as abstractly as possible - the Ministry of Defense of the Russian Federation will decide who to send to the war.
Russian political scientist Ekaterina Shulman noted this in her telegram channel.
The mobilization is called partial in the published presidential decree, but no parameters of this partiality - neither territorial nor categorical - are indicated. According to this text, she wrote that anyone could be called upon, except for employees of the military-industrial complex, who have a delay for the work period.
This feature was also noted by the Russian human rights activist Pavel Chikov. In his opinion, the decree on partial mobilization is formulated as broadly as possible, and the Ministry of Defense will decide who, from where, and in what quantity to call for war.
The mechanism will be as follows: the Ministry of Defense will form quotas for mobilization for each region of Russia. Governors will be responsible for their implementation. Ramzan Kadyrov knew something when he announced the self-mobilization of the areas,” writes Chikov.
He added that despite the stated target of 300,000 people, the decree allows the mobilization of an unlimited number of conscripts.
