The budgetary division of the European Commission blocked the allocation of a loan to Ukraine due to concerns about its financial reliability. Usually such loans are allocated by the European Investment Bank for operations outside the EU in the amount of not more than 9% of the total financing. This time the commission wants to allocate 70% of the total amount.

The Commission is now seeking alternative solutions to share some of the additional risk associated with these loans.

It is noted that the EU has already been forced to temporarily reduce the amount of emergency funding sent to Kyiv: last week's offer of a billion euros was suspended, after Germany blocked a larger package of almost 9 billion euros.
