Military registration for women: what will change from October 1. We tell the most important

Recall that in October 2021, the Ministry of Defense of the year determined a list of specialties and professions for women aged 18 to 60 who need to be registered with the military.

List of professions:

• Chemistry, chemical technologies and engineering, biology;
• Software Engineering, Computer Science, Information Systems and Technology, Computer Engineering;
• Food technologies, development of production and processing of livestock products;
• Dentistry, medicine, nursing, pharmacy, medical diagnostic and treatment technologies;
• Biomedical Engineering, Biotechnology, and Bioengineering;
• Veterinary medicine, veterinary hygiene;
• Accounting and taxation, marketing, management, entrepreneurship, economics, money, banking, and insurance;
• Publishing and printing;
• State Security;
• Transport technologists;
• Construction and civil engineering, architecture and bridge building, geodesy and land management;
• Aviation transport, aviation and rocket, and space technology;
• Electronics;
• Journalism, vocational education (by specialization), special education;
• Psychology, sociology, political science, social work, social security;
• Railway transport;
• Fire safety.

Recently, the issue of military registration of women was commented on by the people's deputy, member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, Fyodor Venislavsky.

The military duty of women is not something new for Ukraine. Under the Soviet Union and the independence of Ukraine, women of certain professions who received vocational education in the relevant specialty, with documents confirming the level of qualification, are on the military register, commented Venislavsky.

People's Deputy also spoke about the penalties for those who will evade military registration.

If these women are not registered with the military, no negative consequences will apply to them. However, this is an administrative responsibility. In the future, I think that in case of evading military registration, such coercive measures can be applied to people who will systematically escape the implementation of regulatory legal acts,” he said.

As for the departure of women subject to military registration, lawyer Natalya Feshchik said.

Women and men liable for military service will be able to go abroad if they have three or more children under the age of 18, a woman or a man who independently raises a child under 18 years old, guardians, trustees, foster parents, and parents-educators of children with disabilities under 18 years old, etc. e. Logically, it may seem that until a person is registered with the military, he is not liable for military service, which means that he can cross the border freely. But it won’t work that way,” she says.

Earlier, the National Security and Defense Council clarified the forced mobilization of women.

Registration is not mobilization. The National Security and Defense Council noted that all women serve voluntarily and under a contract.

Until 2023, no one will be punished, - said the Minister of Defense of Ukraine Oleksiy Reznikov.

As for fines, they cannot be applied to women whose specialties require registration. ... A person becomes liable for military service only after military registration. No legal act provides for fines for womenstered for the first time as responsible for military service. That is, once again: women beresponsibleiable for military service only after they become registered with the military; the moment they become registered, they are not, - said Alexei Reznikov.

Lawyer Andrey Novak spoke about the conflict in the legislation:

There is a conflict here: a person cannot be fined if he is not liable for military service. Still, Novak said that if a woman is not registered, then as a citizen, she violates the rules of military registration.

The lawyer explained the criminal code about evading those already on military registration.

Each employer must keep a record of those liable for military service and regularly notify the military registration and enlistment office of the list of persons working at the enterprise and those responsible for military service of any changes in their status: education, children, marriage. Recently, on her Facebook page, Deputy Defense Minister Anna Malyar summed up the main thing about the military registration of women.

The experience of deploying all military units of the Armed Forces of Ukraine and other military formations in entire wartime states indicates that today there is no urgent need in the state to increase the number of women on military records significantly.

The question remains open, what about those women who are subject to registration, but who have gone abroad. Are they required to return and be registered? It should not be forgotten that many of them left for the sake of their children. And the norm “about three children”, as for men, which allows them to travel abroad, in the case of mothers, to put it mildly, is surprising. Probably, parliamentarians will also have to remember the children who were taken out of Ukraine by their mothers and give an explanation: what to do with them if the mother needs to return to Ukraine and be registered. Because today in the chat rooms of Ukrainian refugees abroad, panic about this periodically begins.
