American military analysts believe that simultaneous command two high-ranking generals by military action in Ukraine could interfere with future Russian operations. Analysts of the American Institute for the Study of War ( ISW ) came to such conclusions.

She noted that Russian Defense Minister Sergei Shoigu ordered the commander of the Southern Military District, Army General Sergei Surovikin and the commander of the Central Military District, Colonel General Alexander Lapin to step up offensive operations in all directions. Shoigu stressed that both of them will continue to command forces on the eastern axis.

It seems strange, experts say.

They believe that only one very high-ranking commander-in-chief is needed to concentrate forces and efforts of this magnitude.

Surovikin, in principle, should be in command, because he is higher in rank than Lapin. The inability of the Kremlin to use the operational pause to reorganize the structure of the Russian military command in Ukraine and its decision to maintain a temporary structure in return seems very strange, experts emphasize.

They note that the apparent dual command of two very high-ranking generals over operations in a very small area could hinder Russian operations going forward.
