Russian Lieutenant-General Yevgeniy Poplavsky, deputy commander of Russia's Central Military District, committed war crimes in Ukraine.
This was reported by the Security Service of Ukraine.
According to the investigation, Poplavskyy personally led repressions against resistance members in Liman in Donetsk Region. On his orders, the occupants kidnapped Ukrainian patriots and subjected them to numerous tortures.
The SBU also documented that the Russian general personally participated in the torture of civilians.
on 20 April 2022, the Russian general, along with four subordinates, broke into the house of a local businessman. Poplavsky demanded that the man hand over his company's warehouses for the needs of the occupiers. There the invaders planned to film staged videos about the fake distribution of "Russia's humanitarian aid," the security service said.
After the businessman and his wife refused, the occupiers, on Poplavsky's orders, locked the woman in the basement of the house and seized the man. Before leaving, the general ordered to throw a grenade into the basement where the entrepreneur's wife was if her husband did not return in an hour.
The businessman was taken to one of his warehouses, where he was forced at gunpoint to videotape himself "thanking the occupiers for their assistance" to local residents. As a result, the businessman was forced to agree to the terms of the invaders.
Based on the collected evidence, the investigators of the Security Service reported Poplavsky on suspicion under part 1 of article 438 of the Criminal Code of Ukraine (giving an order to commit acts aimed at violating the laws and customs of war), - added in the SBU.
At the moment, the attacker is on the non-controlled territory of Ukraine, so comprehensive measures to bring him to justice for crimes against Ukraine are ongoing.
