RF is destroying homes, energy and infrastructure in Ukraine more than anything else.

The World Bank jointly with the Ukrainian government, the European Commission and the UN have presented the RDNA5 report - the Fifth Rapid Damage and Recovery Needs Assessment of Ukraine. This was announced by Ukrainian Prime Minister Yuliya Sviridenko.

According to the report, the total need for recovery and reconstruction of Ukraine is 588 billion US dollars. This assessment was made as of the end of December 2025 and does not take into account the damage caused in January-February 2026, - the Department of Information and Public Communications of the Secretariat of the Cabinet of Ministers of Ukraine said.

The damage for 2025 alone amounts to $64 billion, and the rate of destruction has more than doubled. The greatest losses were suffered by the housing sector, transport and logistics infrastructure and energy sector.

This report makes it possible to have damage assessments recognised by the world and to use them in the future both in reconstruction plans and in claims against the aggressor state," the Prime Minister said.

The report also identifies possible sources of recovery and estimates that about 40 per cent could come from the private sector.

The Government of Ukraine together with the World Bank are moving to the next stage of co-operation - the development of the Future Economy model, which was launched last year. This is a long-term modelling of the country's development, which includes the necessary steps, sources and reforms needed to build a successful economy, to synchronise the actions of the government and all partners.

Rebuilding Ukraine is a shared responsibility of the democratic world. Our task is not only to rebuild what was destroyed, but also to create a more sustainable economy and ensure the long-term capacity of the state. I thank all partners who support Ukraine," Yuliya Sviridenko emphasised.
