Ombudsman explains why Russia imposed restrictions on Ukrainian citizens entering its territory from third countries

Russia has introduced an order restricting the entry of Ukrainian citizens into the territory of Russia from third countries. Now Ukrainians can enter only through two checkpoints.
The Ukrainian parliamentary commissioner for human rights, Dmytro Lubinets, said that such actions of the Russian Federation flagrantly violate international law. In particular, the norms of Article 49 of the Geneva Convention on the Protection of Civilian Persons in Time of War and Article 38 of the UN Convention on the Rights of the Child, which falls under the definition of "genocide" in accordance with Article 6 of the Rome Statute of the International Criminal Court.
What does this tell us? The aggressor country is once again trying to continue by any means to implement the policy of abduction of Ukrainian children and their illegal transfer to the Russian Federation. From now on, residents of TOT Ukraine, who because of the armed aggression of Russia left for Europe or other countries will be able to get home only through the territory of Russia, - explained Lubinets.
The ombudsman recalled that according to the order, Ukrainians can get to the territory of the Russian Federation through two checkpoints:
- in Moscow - the air checkpoint "Sheremetyevo";
- in the Pskov region on the border with the Republic of Latvia - the Ludonka checkpoint.
Therestrictions do not apply to Ukrainian citizens under 14 years of age who enter the territory of the Russian Federation on their own or accompanied by Russians.
