Parents who are raising a child alone are entitled to state child support.



The specialists at the Legal Advice Centre for IDPs have reminded you of this.

The amount of the single parent allowance is equal to the difference between 100% of the subsistence minimum for a child of the relevant age and the average monthly total family income per family member.

In 2023, the subsistence minimum is as follows

  • for children under 6 years of age - UAH 2,272;
  • for children aged 6-18 - UAH 2,833.

According to the plenum of the Supreme Court of Ukraine, the definition "single mother/single father" includes persons who

  • are not married;
  • are raising and caring for a child on their own (without participation of the other spouse in the child's life).

Thus, it is not possible to obtain "single mother/single parent" status simply by divorcing the marriage and establishing the child's place of residence with one parent, which includes the obligation to support and bring up the child.

This is because the absence of the other parent in the child's life must be documented.

The following documents must be submitted to the Social Welfare Office or CNAP in order to verify such status and receive payments for the child:

  • a death certificate of the second parent;
  • a court decision declaring the second parent missing;
  • a court decision declaring the other parent deceased
  • a court ruling on the deprivation of parental rights
  • extract from the State Register of Civil Status regarding the state registration of the child's birth, indicating the grounds for the inclusion of information about the child's father from the mother's word, etc.

These documents are accompanied by an application for the allowance, a declaration of income, a certificate of income and the child's birth certificate (or a decision on the adoption of a child).
