More than 4.6 million internally displaced persons in Ukraine need housing.



This was stated by the Deputy Prime Minister for Ukraine's reconstruction - Minister of Community Development and Territories of Ukraine Oleksiy Kuleba during a meeting with the UN High Commissioner for Refugees Barham Salih.

According to the Ministry of Community Development and Territories of Ukraine, the parties discussed the priorities of cooperation: support for civil evacuation, work of transit centres, support for internally displaced persons, development of the social housing system, as well as further cooperation in the field of reconstruction and housing solutions.

Today Ukraine is facing serious challenges - evacuation of people, provision of housing, and reconstruction of communities. UN support is extremely important first of all for our people. We sincerely appreciate the work of UNHCR in providing humanitarian assistance and supporting reconstruction. We look forward to further joint work on durable solutions for internally displaced persons and affected communities," Oleksiy Kuleba said.

More than 4.6 million internally displaced people are in need of housing. According to the Ministry of Development, in January the Law of Ukraine "On Basic Principles of Housing Policy" was adopted, systemic reform of the housing sector continues, the State Strategy of Housing Policy and a digital information and analytical housing system for IDPs are being developed. The expert support of the Office of the UN High Commissioner for Refugees is important in this work.

UNHCR is the largest provider of humanitarian assistance to Ukraine among all UN organisations. Since the beginning of the full-scale invasion, our State has received about $2.9 billion from UNHCR. Of this amount, about $1.7 billion is directed to support internally displaced persons and the most affected communities, and about $1.2 billion - to help temporarily displaced Ukrainians abroad, - such data is given by the Ministry of Development.

Since March 2022, UNHCR programmes, notes the agency, have reached millions of citizens: 4.32 million people in 2022, 2.63 million in 2023, more than 1.66 million in 2024 and more than 1.25 million in 2025.

Some 2.4 million people received cash assistance totalling US$721 million, and hundreds of thousands of people received legal and psychosocial support. In particular, since March 2022, UNHCR, together with partners, has assisted more than 882,000 people in frontline communities in Donetsk, Kherson and Kharkiv regions.

In addition to humanitarian assistance, UNHCR is actively supporting reconstruction in Ukraine. Among the main areas is the repair and reconstruction of damaged housing: since 2022, more than 50 thousand private houses and flats have been repaired and almost 600 thousand people have received construction materials. Also, 37 collective centres for resettlement accommodation have been repaired.

In February 2025, UNHCR started to develop an information and analytical system of immovable property records aimed at enhancing the processes of providing internally displaced persons with housing.
