The next tranche of financial aid to Ukraine under the Ukraine Facility will be reduced due to the failure to implement three of the 16 reforms agreed with the European Union.

According to a representative of the European Commission, Guillaume Mercier, the fourth tranche was supposed to be the largest in terms of volume and envisaged the payment of 4.5bn euros if all 16 reforms were implemented. However, Kiev submitted a request for a partial payment back in June 2025, claiming to fulfil 13 points.

The European Commission confirmed the fulfilment of these 13 reforms and proposed to the EU Council to transfer 3.05bn euros to Ukraine. According to Mercier, reforms related to decentralisation, changes to the law on the work of the Asset Recovery and Management Agency (ARMA) and the procedure for selecting judges to the Supreme Anti-Corruption Court remain unfulfilled.
