EU decides on temporary protection for Ukrainians

The Council of the European Union adopted Implementing Decision (EU) 2025/1460 of 15 July 2025, which enshrines the political arrangements for the extension of Temporary Protection as a legally binding act for all EU countries. This document continues previous Council decisions and will enter into force from 13 August 2025.

Nothing changes for persons who already have temporary protection status under §24 in Germany - their status will be automatically extended for another year, until March 2027. It is important to realise that although the EU decision is binding, Germany will decide for itself how exactly it will implement these rules in its national legislation. However, the country has no right to cancel or change the status established by the EU.

An innovation is the requirement that EU states must reject new requests for temporary protection if a person has already obtained such a status in another EU country. This rule is aimed at preventing duplication of registration - one person can only have temporary protection status in one EU country.

The practical implementation of this principle will depend on how each country implements the law, but the EU has already established a common platform for data exchange, which will facilitate control and coordination between states. Further details on the implementation of the innovation by EU countries will be explained later.
