A number of US senators submitted a draft resolution recognizing Russia's actions in Ukraine as genocide

According to the document, the following actions against the Ukrainian people, committed by Russian troops under the control of the political leadership of the Russian Federation, meet one or more of the criteria for determining genocide from Article II of the Convention on the Prevention and Punishment of the Crimes of Genocide:
1) mass murder of representatives of the Ukrainian people, the flight of civilians, targeted shelling of houses, schools, hospitals, shelters;
2) infliction of severe bodily or mental injury to representatives of the Ukrainian people through indiscriminate strikes against the civilian population, deliberate strikes along humanitarian evacuation corridors, widespread and systematic sexual violence against the civilian population of Ukraine, including women, children and men;
3) deliberate creation of living conditions for the Ukrainian people, calculated for their physical destruction in whole or in part, including displacement from destroyed settlements, leaving without food, water, shelter, electricity, starvation caused by the destruction of agricultural land, mining fields and blocking the delivery of humanitarian aid ;
4) the introduction of measures aimed at preventing the birth rate among the Ukrainian people, as evidenced by the large-scale and direct shelling by the Russian military of maternity hospitals and other medical institutions, as well as systematic attacks on residential areas;
5) forced mass displacement of millions of Ukrainian civilians, hundreds of thousands of whom are children.
The document also notes that Russia's intention to genocide Ukrainians is confirmed in official statements denying Ukrainian statehood and sovereignty, including statements by dictator Vladimir Putin.
Thus, the authors of the document propose that the Senate "condemn the Russian Federation for committing acts of genocide against the Ukrainian people", call on NATO and the EU to support Ukraine in order to prevent further acts of Russian genocide against Ukrainians, as well as support international criminal investigations to detain Russian political leaders and military personnel responsible for aggressive war, war crimes, crimes against humanity and genocide.
