Ukraine increases defence budget and boosts arms production in 2025



Ukraine will allocate 2 trillion 230bn hryvnyas for defence and security in 2025, which will be the key area of state budget spending. This was announced by Ukrainian Prime Minister Denys Shmygal at a government meeting.

Key priorities

  1. Production of long-range drones:

    • President Volodymyr Zelensky has instructed to produce 30,000 strike drones.
    • Additionally, it is planned to produce about three thousand cruise missiles and drone missiles.
  2. Arms spending:

    • UAH 739 billion will be allocated for the purchase of arms and military equipment.
    • It is expected to attract more than 1bn dollars within the framework of the "Danish model", where international partners buy Ukrainian-made weapons for the needs of the army.
  3. Strengthening of the defence industrial complex (DIC):

    • The production capacity of the Ukrainian DIC will grow to $30bn.
    • Long-term contracts will be signed with arms manufacturers for 3-5 years.

Ukrainian products account for more than 96% of the drone segment destined for the frontline. In 2025, the army will receive over 30 thousand attack UAVs, which will significantly strengthen its combat capabilities. Part of the financing will be provided by international partners.

According to Defence Minister Rustem Umerov, the supply of modern drones and weapons will strengthen the country's defence capabilities. Military experts also note that US assistance, including new weapons packages, will provide the AFU with everything it needs for successful operations in the first half of 2025.

In 2024, more than half of Ukraine's budget expenditures were spent on defence. Thanks to investments by the state and the private sector, the production capacity of the defence industry has increased sixfold. Ukraine continues to strengthen its defence potential, focusing on technology development and support for the defence industry.
