Tender for the restoration of Okhmatdet will be held again on Prozorro



This was announced by the Minister of Health of Ukraine Viktor Lyashko at a briefing on 2 August 2024

This tender was conducted on the SmartTender e-tendering platform, which in fact is not a tender within the meaning of the Law of Ukraine "On Public Procurement", which must be conducted in the Prozorro system. Nevertheless, the Charity Fund "Charity Fund "Okhmatdit" had the right to hold it, as it is not a state structure and has the right to choose the platforms for the selection of contractors.

However, the question is not so much about the tender site, but about its results.

As it turned out, the Okhmatdit Charitable Foundation chose the little-known Zaporizhzhya firm Bud-Technolodzhi. This construction company offered to rebuild the hospital for 307 million hryvnias, which is the third most expensive offer. A total of 14 companies took part, with offers ranging from 42 to 286 million hryvnias.

"Our Money" reports that at least seven proposals had fully completed commercial proposals with prices for all types of work. At the same time, they were much cheaper than those offered by Bud-technolodzhi.

The largest items of expenditure of the winner were the repair of facade composite panels Reynaers and finishing of internal walls with HP-panels. Each of these items in "Bud-tekhnolodzhi" costs more than 100 million hryvnias. The price of these works is overestimated twice in comparison with cheaper bidders.

The Charity Fund "Okhmatdit" also did not pay attention to the lack of necessary construction equipment by Bud-technolodzhi. The equipment that is available does not allow to carry out facade works above the first floor. Bud-Technolodgy also did not provide information about construction equipment for other works.

In addition, it appears that some of the works for the renovation of the Okhmatid Hospital have already been completed and there is no need to spend money on their implementation. At the same time, these same works were on the list of works for which Bud-technology requested funding.

Thus, Riola-Modul, which also participated in the tender, reported in its tender offer (UAH 179 million) that after the missile strike it had already managed to repair the so-called "clean rooms" (operating theatres, etc.) free of charge. The wall and ceiling structures have already been partially replaced, and the linoleum has been damaged.

Of course, BO "Charitable Foundation "Okhmatdet - healthy childhood" denies suspicions of corruption and abuse. This is stated on the page of the Fund.

According to them, the restoration of the building requires at least UAH 431 million, and UAH 307 million does not cover all the work. If the actual costs are reduced, the amount will be reduced. This includes the work already done. However, Bud-technolodgy did not comment on the lack of necessary construction equipment. At the same time, they are ready to provide a protocol for the selection of winners.

The charitable account of the Charity Fund "Okhmatdit" has currently received donations in the amount of UAH 312 million from various sources

  • To the charity fund of the hospital - UAH 378 mln.
  • Through the United24 platform - UAH 320 million.
  • The Government allocated UAH 100 million from the reserve fund.
  • The Lithuanian government allocated $1 million.
  • The German government announced its intention to allocate 10 million euros.
  • American philanthropist Howard Buffett allocated $11.2 million (the amount for equipment, not funds for the account).

on 8 July, Russia launched a massive missile strike on Kiev. The strike significantly damaged the Okhmatdet children's hospital. Two people were killed, one of them a doctor. The children were fortunately not injured.
