Russia steps up propaganda against Ukraine's European integration - study.



The Centre for Strategic Communications and Information Security presented at the Kyiv StratCom Forum 2025 a study on Russia's information attacks aimed at disrupting Ukraine's European integration.

Experts warn that as Ukraine moves closer to EU membership, Moscow is stepping up its efforts to destabilise public opinion and discredit the European choice. In addition to political pressure, blackmail and open violence, Russia is using aggressive information manipulation (FIMI) to undermine trust in the EU.

According to the report, between January and April 2025, hundreds of interventions promoting key Kremlin propaganda narratives were recorded, ranging from the thesis of Ukraine's "puppethood" to claims of EU disintegration and Europe's "spiritual decline". These messages are aimed both at the Ukrainian audience and at shaping anti-European sentiments within the EU.

The study stresses that information threats require systematic analysis and timely counteraction in order to preserve the stability of Ukrainian society and support the country's course towards integration into the European Union.

It should be noted that Ukraine has already received the status of a candidate for accession to the European Union, but before full-fledged membership, it has a lot of work to do, in particular, to adapt its national legislation to the requirements and standards of the EU.
