The military is allowed to shoot at civilians.

A memo for the Russian military, recommended by the Ministry of Defense of the Russian Federation and published in the military journal "Bulletin of Military Education" under the title "I live, I fight, I win."

The text tells the soldiers how European countries "revenge" Russia for the victory in the Great Patriotic War, when "Ukrainians will become Russian again", which allows them to "open fire" on civilians and what prayer to read before going into battle "for the Tsar and for the Fatherland."
