ICC issues arrest warrants for two Russian commanders


The International Criminal Court has issued arrest warrants for Russia's long-range aviation commander Sergey Kobylash and the head of the Russian Black Sea Fleet, Viktor Sokolov.

Serhiy Kobylash and Viktor Sokolov are suspected of committing war crimes on the territory of Ukraine in the form of causing excessive accidental harm to civilians or damage to civilian objects, as well as crimes against humanity.
Two arrest warrants were issued at the request of the prosecutor's office. Pre-trial Chamber II recognised that there are sufficient grounds to believe that the two suspects are responsible for the missile strikes carried out by forces under their command on Ukrainian electrical infrastructure," the report said.
It is noted that the Russian commanders committed the crimes between 10 October 2022 and at least 9 March 2023. During this period, the Russian army repeatedly shelled power plants and substations in different regions of Ukraine.
