Zelensky: If Russia blows up Kakhovska hydropower plant, it would mean declaring war on the world

Zelensky has appealed to everyone in Moscow who makes the relevant decisions.

Ukrainian President Volodymyr Zelensky said this in his evening address.

I would like now and separately to warn everyone in Moscow who is making relevant decisions: any attempt by you to blow up the Kakhovska hydroelectric power plant and flood our territory and de-water the Zaporizhzhya nuclear power plant will mean you declaring war on the world. Think about what will happen to you then.

Zelensky made this statement against the background of information that Russian troops are leaving Kherson

It is worth recalling that on 9 November, the commander of the Russian occupation troops in Ukraine, Serhiy Surovykin, said that the Russian military was moving to the left bank of the Dnieper river from Kherson. The Ukrainian presidential office said that a significant group of Russian troops remained in Kherson and that there were no signs of retreat without fighting.

Back on 20 October, Zelenskyy told the European Council that the Russians had mined the dam and units of the Kakhovka hydroelectric power plant and were planning to carry out an attack "under a foreign flag".
