The purpose of this resolution is the constitutional rights and freedoms of man and citizen under martial law. That is, this means that for the duration of martial law, it is prohibited to enforce decisions on the collection of debts from an individual for housing and communal services.

It is also worth recalling that a month ago, on June 21, the Verkhovna Rada adopted in the first reading a bill on a moratorium on raising tariffs for gas, heat and hot water during the war.
