As Socialportal wrote, over the past two years, more than half of the hospitals near the front line have lost funding under Package 57, which allows frontline hospitals to be paid. This is despite high workloads due to the provision of medical care to the wounded, IDPs and lonely elderly local residents. Hospitals themselves do not always have shelter or patients cannot be transferred there. The issue of security is particularly acute for ambulance crews - the Russians have killed 58 ambulance medics.
