How Ukrainians assess the quality of life in 2025
Despite war, anxiety and economic instability, Ukrainians show moderate resilience in their perception of life.
This is evidenced by the results of the survey "Quality of Life Barometer 2025" conducted by the European Business Association together with Gradus Research. The survey covered two groups: the general public and the business community - employees of EBA member companies.
According to the survey data, 65% of the business audience are satisfied with their job, level of self-fulfilment and observance of labour rights. This indicator remains at the same level as last year. The share of dissatisfied people is 10%.
Among the general audience the number is much lower: only 31% are satisfied with their work, and one third of respondents express dissatisfaction. According to Eugenia Bliznyuk, sociologist and director of Gradus Research, this is an important indicator:
"The fact that it is job satisfaction that remains the most stable pillar amid turbulence - speaks to the maturity and high adaptability of Ukrainians."
Among employees of EBA companies 42% consider their income sufficient, another 9% - more than sufficient. The main factors that keep people at their current place of work are: the opportunity to work remotely (59%), a friendly team (40%) and comfortable working conditions (36%).
But among the general audience only 15% consider their income acceptable for a decent life, while 68% earn less than 20 thousand UAH per month. Every third evaluates income as "critically insufficient".
Contrary to the circumstances, satisfaction with social life is growing. Among the business audience it reached 54% (against 48% in 2024). In the general audience - 33% satisfied and 42% dissatisfied.
The authors of the study believe that such dynamics indicates adaptation to wartime conditions and strengthening of horizontal ties between people.
The feeling of security remains the most problematic area. Only 5% of business representatives and 10% of the general audience are satisfied with the level of security, while dissatisfied - 82% and 68% respectively.
"The most alarming assessments are in the southern and eastern regions. The least - in Kiev and in the west of the country," the researchers note.
The medical system shows the most noticeable improvement. Among the business audience 50% are satisfied with health care (in 2024 - 40%). Among the general audience, 26% are satisfied and 38% dissatisfied.
Education remains at the same level as last year: 34% satisfied and 31% dissatisfied among the business audience. In the general audience the figures have improved: 31% satisfied (20% in 2024) and 36% dissatisfied.
Evaluation of the legal system shows progress. Among the business audience, the percentage of dissatisfied has decreased from 61% to 48%, while the number of satisfied has increased from 15% to 22%. In the general audience - the growth of satisfied from 12% to 19%.
The situation with the environment is worse: only 9% of the business audience and 10% of the general audience consider it satisfactory. Dissatisfied - more than 60% in both groups.
A quarter of the business audience (25%) are satisfied with life in Ukraine, 38% assess it neutrally, 37% - negatively. Among the general audience 17% are satisfied and 48% are dissatisfied.
The best evaluations are given by young people (16-25 years old) and residents of western regions. Among young people 29% are satisfied and 36% are dissatisfied. Among western Ukrainians - 23% satisfied versus 43% dissatisfied.
EBA Executive Director Anna Derevyanko said:
"Despite the protracted war, we have seen stability in the perception of life and positive developments in a number of key areas. Businesses will continue to improve working conditions and actively participate in social initiatives."
The survey was conducted in May 2025 among 1,000 members of the general public (cities with a population of 50,000 or more) and 523 employees of EBA member companies. The full report is available on the website of the European Business Association.
