Financial assistance for military personnel for welfare issues: Conditions for receipt

The circumstances under which a serviceman is entitled to such assistance are regulated by the Order of the Minister of Defence of Ukraine No. 2683 of 1 February 2023.

As noted, assistance may be claimed in the following circumstances:

• death of a serviceman and/or his spouse, children, parents;
• injury to a serviceman while performing tasks during martial law;
• in the case of a serviceman with a disability resulting from an injury (contusion, trauma, maiming) connected with defending the homeland;
• a military serviceman's state of health, being under treatment, rehabilitation, which is confirmed by the relevant medical documents (discharge epicrysis, certificate of illness, resolution of the military medical commission). The state of health is impaired by such diseases as oncology (surgical treatment, radiation and/or chemotherapy), tuberculosis, HIV/AIDS, viral hepatitis B, C;
• uninterrupted periods of treatment, rehabilitation or sick leave (cumulatively more than 30 consecutive days) as a result of injuries, illnesses of the nervous, cardiovascular, musculoskeletal system and other diseases of organs and systems with a severe course or consequences that require multi-stage surgical treatment, prosthesis of a lost limb or limbs, endoprosthetics, organ transplants, personal care, and contra-compulsory treatment with long-term use of costly medicines
• families of military personnel taken prisoner (except for those who surrendered voluntarily) or held hostage, and interned in neutral States or reported missing.

Material aid is paid at the place of duty on the basis of an order from the commanding officer, and to the commander - on the basis of an order from the highest-ranking commander specifying the amount of the aid.

The monthly allowance, on the basis of which assistance for welfare issues is calculated, includes the serviceman's official salary, military rank, seniority allowance and additional monthly types of allowance (other than pay) for the position held, to which the serviceman is entitled on the day the order granting the assistance is signed.

it should be noted that this type of allowance is not a compulsory payment, including in case of dismissal. However, servicepersons should be aware of their right to receive such assistance once a year.
