Experts told where the financial assistance to Ukraine comes from and whether it will have to be returned

Since February 24, Ukraine has received $24.5 billion in external funding, in the form of grants and loans.

Such data was provided by Tatyana Bogdan, director of research at the Growford Institute.

The most significant number of grants were provided by:

  • USA - 3.99 billion dollars (this is almost 70% of all grants);
  • Germany - 1 billion euros;
  • European Union - 145 million euros;
  • United Kingdom - 140 million euros.

Despite the provision of grants (a form of assistance that does not need to be returned) from partners, they still prefer loans.

In the form of a grant, Ukraine received only 43% of the assistance provided in 24.5 billion dollars. A large number of loans rather than grants brings Ukraine closer to a debt crisis.

The study also emphasizes that the state budget for the first half of the year was executed with a deficit of UAH 405.2 billion due to an increase in military spending and a decrease in tax revenues. In 2021, for the entire year, the budget deficit amounted to UAH 198 billion.
