The EU had previously transferred €3.3 billion to Ukraine for defence procurement, including drones and missiles. Kyiv is now awaiting a separate tranche of budgetary support and is discussing its needs ahead of winter with its European partners.

Ukraine is expecting a new tranche of budgetary support from the European Union in the coming days. As President Volodymyr Zelenskyy emphasised, this specifically refers to budgetary aid, not funds for the purchase of weapons.

“Last week we received €3.3 billion for weapons, and in the coming days we expect more good financial news from Brussels – specifically budgetary support, another tranche,” Zelenskyy said.

He recalled that the European Commission had already transferred €3.3 billion to Ukraine on 18 September as part of the Ukraine Support Loan. These funds are earmarked for defence procurement, in particular drones and missiles. Kyiv is now awaiting the next payment, which is to be channelled specifically towards supporting the state budget. Zelenskyy emphasised, however, that these funds form part of the previously agreed levels of European aid.

Separately, the President reported on a conversation with the President of the European Bank for Reconstruction and Development. The parties discussed Ukraine’s preparations for winter, the state of the energy sector and the protection of critical infrastructure. According to Zelenskyy, the EBRD continues to support Ukraine’s energy sector and infrastructure projects. As preparations for the winter period get under way, Kyiv hopes to strengthen this cooperation.

It is known that the EU’s financial programme provides for a significant amount of support for Ukraine in 2026–2027. According to the European Commission, the Ukraine Support Loan provides for €30 billion in budgetary aid and a further €60 billion for defence needs.
