What will change for Ukrainians in October 2026: 7 key points

In October 2026, Ukrainians can expect changes to subsidies, the clock change, new rules for some agricultural enterprises, training for students in the basics of national resistance, and the continuation of winter support. Some commonly used phrases require clarification: not all changes come into effect on 1 October, and not all apply nationwide.
From 1 October, a new heating period begins in Ukraine for the purposes of calculating housing subsidies; university and college students will begin studying ‘The Fundamentals of National Resistance’; and winter assistance payments to vulnerable families will continue throughout the month. On 25 October, the country will switch to winter time.
However, some of the commonly used wording requires clarification. The new criteria for critical sectors, effective from 18 October, primarily concern enterprises in sectors falling within the remit of the Ministry of Agrarian Policy, whilst the school holiday dates of 26 October to 1 November do not constitute a single, mandatory schedule for the whole of Ukraine.
Details
1. Heating season subsidies will be recalculated automatically
The heating period for housing subsidies runs from 1 October 2026 to 30 April 2027. For most households, the Pension Fund will automatically re-approve the subsidy if they were already eligible and their circumstances have not changed. When calculating heating costs in October, the heating season commencing on 16 October is taken into account. A new application must be submitted, in particular, by those applying for the first time, those whose previous application was rejected, or those whose household composition or social status has changed.
2. On 25 October, Ukraine will switch to winter time
On the night of 24 to 25 October, at 04:00, the clocks will be set back by one hour to 03:00. The seasonal time change remains in force, as Cabinet of Ministers Resolution No. 509 on the procedure for calculating time is currently in effect.
3. From 18 October, the criteria for determining the critical importance of certain agricultural enterprises will change
From 18 October, new criteria will come into force for identifying enterprises of vital importance to economic sectors falling within the remit of the Ministry of Agrarian Policy and Food. This may affect the granting of ‘critically important’ status and, consequently, the ability to retain employees. This does not involve a single, universal change to the criteria for all enterprises across the country.
4. Students have begun studying ‘Fundamentals of National Resistance’
From 1 October, teaching of the subject ‘Fundamentals of National Resistance’ began in higher education and pre-higher vocational education institutions. According to the Ministry of Education and Science, in the 2026/2027 academic year, more than 414,000 students at 948 institutions are studying the course. The course does not entail automatic registration for military service, taking the military oath or compulsory attendance at the Territorial Recruitment Centre or the Military Registration and Enlistment Office.
5. ‘Winter Support’ payments of 19,400 UAH have already begun and will continue in October
The programme provides a one-off payment of 19,400 UAH to vulnerable households in certain frontline communities. The first payments were already funded on 30 September; therefore, it is more accurate to speak not of the programme’s launch on 1 October, but of its continuation and expansion throughout the month. Funds have been set aside for areas within 20 km of the front line; applications are being accepted until 30 October.
6. It is possible to extend a current deferral via the Administrative Service Centre (ASC) when there are 30 days or fewer remaining until its expiry
Those liable for military service may apply to the Administrative Service Centre to extend a deferment on the same grounds if there are 30 days or fewer remaining until its expiry. If there is more time remaining, the system will not generate an application for extension. Separately, it is possible to re-register the deferral on a different legal basis; in this case, the 30-day restriction does not apply, and the previous deferral remains in force whilst the application is being considered.
7. The holidays from 26 October to 1 November are a general recommendation, not a fixed timetable
In Kyiv and a number of other local authorities, schools are recommended to hold autumn holidays from 26 October to 1 November. However, there is no single mandatory date for all schools in Ukraine: the structure of the academic year and the exact dates of the holidays are determined by teaching councils and local authorities, taking into account safety and other conditions.
Why this is important
Most of the changes in October do not require people to take immediate action. Subsidy recipients usually do not need to resubmit documents, and the time change is applied automatically on modern smartphones and computers.
However, there are a few points worth checking personally: the terms of your deferral and its duration, your entitlement to ‘Winter Support’, and the holiday calendar for your specific school. It is important for employers in the agricultural sector to check the new criticality criteria separately, as these may affect the confirmation of a business’s status and the retention of staff.
The main distinction lies between regulations that apply nationwide and local or sector-specific decisions. Working hours and subsidy rules are national in scope, whilst school holidays are determined locally, and the new criticality criteria, effective from 18 October, do not apply to all enterprises without exception.
