British intelligence officials say that the use of converted air defense missiles for ground attacks indicates a shortage of specialized missiles. On the ground, they can pose a significant threat to troops in open areas or light buildings, but they are unlikely to penetrate hardened structures.

At the same time, such missiles are more difficult to shoot down in the air, so all this can lead to civilian casualties.
