Step up mobilisation? Almost half of Ukrainians said no

The idea of stepping up mobilisation in Ukraine does not command majority support among those surveyed. In the Active Group study 47.1% of respondents chose "rather no" or "definitely no", while 32.8% were in favour.

The details

9.8% of participants gave unqualified support to stepping up mobilisation and a further 23% answered "rather yes". Together supporters account for 32.8%.

22.4% chose "rather no" and 24.7% "definitely no" — 47.1% of those surveyed. Another 20.1% were undecided. The categories add up to 100%.

The Active Group chart also shows earlier waves. Compared with December 2025, the share in favour rose from 26.1% to 32.8%, while the share against fell from 50.7% to 47.1%. The undecided share dropped from 23.2% to 20.1%.

Why it matters

The wording of the question is essential: respondents were asked specifically about "stepping up mobilisation", not about their attitude to mobilisation in general, nor about conscripting particular groups.

The result therefore cannot be turned into a claim that 47.1% of Ukrainians oppose mobilisation as such. The poll records an attitude to a possible intensification without specifying the mechanism, the scale or the categories of citizens involved.

The survey was carried out by Active Group using the SunFlower Sociology online panel. Method — self-completed questionnaires by citizens of Ukraine aged 18 and over. Sample — 1,000 questionnaires, representative by age, sex and region of Ukraine. Data collected on 29 August 2026. The stated theoretical margin of error at a confidence level of 0.95 is no more than 3.1%.
