WAR


1. Gen. Tod Walters, commander of US European Command, spoke of possible intelligence gaps through which the United States overestimated Russia's capabilities and underestimated Ukraine's defenses.
2. Bulgarian Defense Minister Dragomir Zakov said that due to poor military capabilities, the country will not send weapons to Ukraine and will focus on strengthening its own underfunded army.
3. Russian forces continue to advance on Mariupol, but the city center remains under Ukrainian control.
4. Germany and six other EU countries advised their citizens in a joint statement not to go to fight in Ukraine as volunteers.
Most importantly, the UK has noticed signs of "some reduction" in Russian military activity around Kyiv.

SANCTIONS

1. A ceasefire agreement between Russia and Ukraine will not be enough to provoke the lifting of British sanctions.
2. Britain has arrested the first luxury yacht in its waters, which may belong to one of the sanctioned Russian oligarchs.
3. The French sports goods chain Decathlon announced the suspension of its stores in Russia.
4. Trade and information platform Bloomberg suspends its activities in Russia and Belarus due to the Russian invasion of Ukraine.
Key: The United States and its allies are planning new sanctions on more sectors of the Russian economy that are critical to its continued invasion of Ukraine, including supply chains.

POLITICS

1. US Secretary of State Anthony Blinken said he saw no sign that talks between Ukraine and Russia were "moving in an efficient manner" because the United States saw no "sign of genuine seriousness" from Russia.
2. The Russian delegation at the talks in Istanbul said that among the written proposals of Kyiv in the framework of the agreement with Russia is the wording that Moscow will not be against Ukraine's entry into the European Union.
3. The Ukrainian delegation proposes that the fate of the occupied territories of eastern Ukraine be decided in direct negotiations by Ukrainian President Volodymyr Zelensky and Russian President Vladimir Putin.
The main thing: Ukraine at the talks in Istanbul made a proposal to sign a new international treaty on security guarantees

Solidarity

1. The European Commission, within the framework of the "Support Ukraine" campaign, has created a new system for directing donations from the private sector to Ukraine, Moldova and neighboring EU Member States to help refugees and internally displaced persons.
2. The European Central Bank is ready to organize a hryvnia-to-euro exchange scheme for millions of Ukrainian refugees if the EU provides the ECB with a guarantee that will cover the bank's risks.
3. Poland is ready to continue accepting Ukrainian refugees for as long as it takes.
4. The European Union should create incentives for Ukrainians who arrived in Poland during the war to move to other EU countries.
The main thing: The Council of the European Union on Monday unanimously agreed to a plan of 10 points of support for Ukrainian refugees, as well as the countries of the European Union that host the bulk of them.
