There are not ‘eight tariffs’ on the market, but at least nine suppliers with 14 publicly available domestic tariffs. We take a closer look at the prices, terms and conditions, and the separate distribution charge.

As at 30 September 2026, residential tariffs from at least nine registered suppliers were published on the companies’ websites. In total, this amounts to 14 annual, fixed and monthly plans with ten different prices — ranging from 7.96 to 26.99 UAH per cubic metre, including VAT but excluding gas distribution.

This does not mean that nine or fourteen new tariffs have been introduced simultaneously for all Ukrainians. The majority of households are supplied by the Naftogaz of Ukraine Group at a price of 7.96 UAH per cubic metre. The higher monthly price applies only to customers who have opted for the relevant commercial offer.

Details

1. How many suppliers and offers are available

The latest full annual report from the National Energy and Utilities Regulatory Commission (NEURC) shows that in 2025, gas was actually supplied to households by 11 companies, whilst a total of 178 suppliers operated on the market, serving different categories of customers. Naftogaz of Ukraine accounted for around 98 per cent of the volume of domestic supplies. The register of licences cannot therefore be regarded as a list of companies currently ready to connect a flat or house.

For the purposes of this practical check, we only counted companies which, as at 30 September 2026, had a live webpage displaying prices for domestic customers and offering the option to submit an application or sign up to a contract. We identified nine such legal suppliers, whilst there were 14 publicly available plans. The frequently cited list of eight companies does not include ‘Askania Energy’: its official website simultaneously displays the monthly price for September and the base annual price for the period May 2026 to April 2027.

The figure of nine companies refers to the number of offers publicly available for application, not a guarantee that any address will be connected. A new supplier reviews the application, makes a decision and registers the customer on the gas transmission system operator’s platform. According to NEURC regulations, the entire procedure must take no longer than 21 days.

2. What are the prices for each company?

  1. Naftogaz of Ukraine Group. The ‘Fixed’ plan — 7.96 UAH per cubic metre from 1 May 2026 to 30 April 2027. There is no monthly offer for households on the tariffs page.
  2. Ternopiloblgaz Zbut LLC. Basic annual tariff — 7.96 UAH per cubic metre from 1 May 2026 to 30 April 2027. No monthly tariff has been published.
  3. Prikarpateenergotrade LLC. The ‘Annual’ plan is 7.98 UAH per cubic metre from 1 May 2026, excluding delivery charges. There is no current monthly price listed on the household page.
  4. OKKO Contract (Private Enterprise). ‘Fixed’ plan — 7.99 UAH per cubic metre. The website states a term from 1 May 2025 to 30 April 2027, so this is a fixed-term offer with a two-year period, rather than a new monthly tariff. The supplier is specifically OKKO Contract Private Enterprise, whilst ‘OKKO’ is the brand name.
  5. Lvivenergosbyt LLC. The basic annual offer is 8.20 UAH per cubic metre for the period from 1 May 2026 to 30 April 2027; the monthly commercial offer for September is 26.00 UAH.
  6. Kyiv Energy Services LLC, operating under the YASNO brand. The standard annual and monthly tariffs are both 8.46 UAH per cubic metre. This is a separate legal entity and a separate supplier.
  7. Dnipro Energy Services LLC, trading under the YASNO brand. The standard annual and monthly tariffs are also 8.46 UAH per cubic metre. The identical brand and price do not make the two YASNO companies a single supplier.
  8. Askania Energy LLC. The basic annual tariff is 9.95 UAH per cubic metre from May 2026 to April 2027; the monthly tariff for September is 15.50 UAH.
  9. Retail Service LLC under the ‘SvetloGaz’ brand. The annual tariff is 9.99 UAH per cubic metre; the monthly price for September is 26.99 UAH.

All amounts are quoted inclusive of VAT. The supplier’s price includes gas as a commodity, transmission services via the main pipeline network and the supplier’s mark-up, but does not include distribution services via local networks.

3. How does the annual plan differ from the monthly plan?

An annual or fixed-term plan locks in the price per cubic metre for a specified period. The term ‘annual’ does not mean payment for a year in advance: bills are issued monthly for the volume actually consumed. The standard annual cycle usually runs from 1 May to 30 April.

A monthly or calendar plan is a separate commercial offer. Its price may be revised each month in accordance with the terms of the contract. Therefore, 26.99 UAH from ‘SvetloGaz’ or 26.00 UAH from ‘Lvivenergosbyt’ is not a new gas price for the whole country, but the September price for a specific plan.

OKKO Contract’s website specifies a fixed period running from 1 May 2025 to 30 April 2027. It would be more accurate to refer to this as a fixed commercial offer, rather than automatically classifying it as part of the standard twelve-month cycle.

4. Who actually pays more

The market benchmark is 7.96 UAH per cubic metre for ‘Naftogaz’, which supplies over 12 million households. In comparison, the annual overpayment for every 100 cubic metres is 2 UAH with ‘Prykarpateenergotrade’, 3 UAH with ‘OKKO Contract’, 24 UAH with ‘Lvivenergosbyt’, 50 UAH with each of the two YASNO suppliers, 199 UAH with ‘Askania Energy’ and 203 UAH with ‘SvetloGaz’.

Customers who have already opted for a monthly plan pay significantly more: for consumption of 100 cubic metres, the difference compared with ‘Naftogaz’ in September reaches 754 UAH with ‘Askania Energy’, 1,804 UAH with ‘Lvivenergosbyt’ and 1,903 UAH with ‘SvetloGaz’. With YASNO, the monthly and annual prices are the same — 8.46 UAH.

5. Can the price change automatically?

The supplier is not entitled to unilaterally switch a customer from the basic annual plan to a monthly commercial offer. To choose a different plan, a new connection application is required, or the customer’s confirmed consent via their personal account, the website, the app, the call centre or another method involving identification.

Once a monthly plan has been voluntarily chosen, its price may vary each month: this is provided for in the terms of the offer itself and is not considered a new switch between plans. If a monthly charge suddenly appears on a bill, the consumer is entitled to request details from the supplier confirming their consent to the change in terms and conditions.

6. What is regulated by the state and what is determined by the supplier

  • Supplier’s price. Since 2015, the NEURC has not set a retail gas price for all domestic consumers. The supplier publishes this price in its basic or commercial offer, subject to legal restrictions.
  • Moratorium. During martial law and for a further six months following its termination, the gas price for a domestic customer may not exceed the price applied in the relationship between that supplier and the relevant consumer on 24 February 2022. This is precisely why monthly plans may remain significantly more expensive than annual ones if their base price in February 2022 was high.
  • Special obligations, or PSO. The government regulates certain relationships and prices at the wholesale level to ensure a supply for the population, as well as conditions for specific categories. This does not mean that the Cabinet of Ministers has approved every price on the suppliers’ list.
  • Distribution tariff. This is set by the National Commission for State Regulation of Energy and Public Utilities (NKREKU) separately for each gas distribution network operator. This is indeed a regulated tariff, not a gas supplier’s commercial price.

7. What separate charge is not included in the price per cubic metre?

Distribution, commonly referred to as gas delivery, is paid to the local network operator separately from the supply. In 2026, the rates approved for households range from 0.32 to 2.46 UAH per cubic metre per month excluding VAT, or from 0.384 to 2.952 UAH including VAT, depending on the operator.

This rate cannot simply be added to the price of each cubic metre consumed in the current month. The monthly charge is equal to one twelfth of the annual contracted capacity, multiplied by the operator’s tariff. The annual capacity is usually determined based on the property’s actual consumption during the previous gas year, taking into account the established minimum. Therefore, the distribution charge is usually the same every month, even in summer when consumption is zero.

8. What to check on your bill

  1. The supplier’s legal name and the name of the tariff plan. The brand name YASNO or ‘SvetloGaz’ must be accompanied by the company name. Check whether the plan is annual or monthly.
  2. The period and price per cubic metre. The monthly price must correspond to the billing month, and the annual price to the offer’s validity period.
  3. Gas volume. Check the opening and closing meter readings, the volume recorded and the result of multiplying this by the price. If there is no meter, check the standard rate and the number of registered residents.
  4. Subsidies, concessions, arrears or overpayments. These must be shown separately and must not alter the tariff plan price itself.
  5. Allocation. A separate statement must specify the gas distribution system operator, the annual contracted capacity, its monthly share and the regulated tariff.
  6. Bank details. After switching suppliers, do not pay for your new gas supply using the previous company’s bank details; however, the final bill from the old supplier remains payable.

Why this is important

The wording about ‘eight tariffs’ conflates companies, brands, legal suppliers and tariff plans. For most households, there has been no automatic price increase: they remain on Naftogaz’s fixed price of 7.96 UAH per cubic metre. The higher figures of 15.50–26.99 UAH relate to specific monthly offers.

Before switching suppliers, you need to compare not only the price but also its validity period, connection terms and any separate distribution charges. Monthly offers change, so you should double-check the price on your supplier’s website on the day you apply and then verify it on your first bill.
