Can Ukraine put weapons into mass production? 57% believe it is already happening

More than half of the Ukrainians surveyed believe their country has already established, or is in the process of establishing, mass production of modern weapons. That answer was given by a combined 57% of participants in the Active Group study.

15.4% of respondents believe Ukraine is capable of mass-producing modern weapons and has already done so. A further 41.6% said the country is capable of it but is still only setting production up.

Another 30.1% chose a more cautious option: in theory Ukraine is capable of mass output, but what is being done now is not enough. 9.6% believe the country is not capable of it and 3.3% were undecided. The total is 100%.

Combining all three options that acknowledge Ukraine's capability gives 87.1%. But that figure needs qualifying: almost a third of this group simultaneously considers current efforts insufficient, so it would be wrong to say that 87.1% see production as already established.

Compared with March 2026, the combined share for "already established" and "still setting up" rose from 43.5% to 57%.

Why it matters

The poll measures public assessment of the country's industrial potential — not actual output volumes, the number of production lines, or access to particular technologies.

That distinction matters especially in defence coverage: respondents' confidence may reflect the visibility of Ukrainian designs and public statements about localising production, but it does not in itself confirm that serial output has been achieved for any specific weapon system.

The survey was carried out by Active Group using the SunFlower Sociology online panel. Method — self-completed questionnaires by citizens of Ukraine aged 18 and over. Sample — 1,000 questionnaires, representative by age, sex and region of Ukraine. Data collected on 29 August 2026. The stated theoretical margin of error at a confidence level of 0.95 is no more than 3.1%.
